Rescue Task Force Best Practices Guide

The International Public Safety Association’s Rescue Task Force Committee, comprised of practitioner, subject matter experts who convene regularly to discuss ASHEs/MCIs, debriefings, response strategies and best practices, came together to share their lessons learned and expertise to create the International Public Safety Association’s Rescue Task Force Best Practices Guide.

This effort was led by IPSA Executive Director Heather R. Cotter, RTF Committee Chair (and IPSA Board Member) Captain Brad Havrilla with Palm Beach County Fire Rescue and RTF Committee Vice-Chair (and IPSA Board Member) Captain J. Scott Quirarte with Ventura County Fire Department. Members of the IPSA’s RTF Committee had a significant role in providing the content within this document.

The IPSA’s RTF Committee will be charged with reviewing International Public Safety Association’s Rescue Task Force Best Practices Guide on an annual basis and issue new versions as RTF tactics and operations evolve.
